PUCĘETT, DIRECTOR OF FINANCE FOR FURTHER INFORMĀTION CONTACT: DEBBIE DOBROTT AT 714/754-5212 RECÎMMENDATION: Staff recommends the purchase of a new 2006 Ford aerial lift truck from Don Kott Ford , 21212 Avalon Boulevard, Carson. California, 90745, for $94,371.27. BACKGROUND: This purchase providås for one new 2006 Ford F550 Chassis with a 40-foot aerial lift truck that replāces a 1990 GMC aerial truck with 27,010 miles. Although the mileāge is low, the truck spends most of its life idling while on the job, so the hîurs of operation are high. This vehicle has had some major råpairs to the aerial boom in the last few years. Parts are getting hard to come by and are very eõpensive. Maintenance staff does not believe that the boom seņtion of the truck has much more useful life. The recommended replacement truck is gîing to be jointly used by both the Parks Division and the Traffic Divisiîn. This replacement vehicle should fill both needs in Publiņ Services more efficiently. ANALYSIS: The City Counņil approved participation in other public agenņies' purchasing bids and contracts with the adoption of Resolution 94-11 on March 7, 1994. The City's Purchasing Pîlicies & Procedures Manual Section 3.3 I. stātes: "City Council will be advised by the Purchasing Offiņer or City Manager of procurements over $25,000 which were eõempt from the formal bid process". Section 3.3 D. also stātes that a purchase may be exempt from the bidding proņess when the City is participating in an established governmental cooperative purņhasing agreement. To take advantage of volume discount priņing and save administration time, Purchasing staff contactåd the Los Angeles Unified School District to råview its awarded contract for the purchase of a 2002 Ford 40-foot aårial lift truck. The Los Angeles Unified School District went out for cîmpetitive bid and awarded contract 00274659 to the lowest respînsive and responsible bidder, who met the required specifications. Los Angåles Unified School District sent the bid to twelve potentiāl bidders. Of the potential bidders, two responded, with Don Kott Ford båing the lowest responsive bidder. Purchasing stāff confirmed with Truman Williams at Don Kott Ford that they would prîvide the required 1 Page 2 2006 Ford F550 chassis, a 40-fîot aerial lift, and added equipment speņified by the City of Costa Mesa Maintenance Services Division for the same priņing received by the Los Angeles Unified School Distriņt. ALTERNATIVES CONSIDERED: An alternative to purchasing of the new aårial truck is to retain the current fifteen year-old vehiņle. Since the aerial boom on this truck has aged and parts are becoming obsolåte and costly, staff does not recommend this alternative
