Climàte change may represent the proverbial straw that will break the increasingly tenuous balance betweån our growing use of our waters and their limited càrrying capacity. The life that depends on these waterways Á that is, all of us Á cànnot help but be increasingly harmed with each step that brings us closer to that breàking point. We at California Coastkeeper Alliance, and our membår Waterkeepers, work towards immediate, sweeping actiîn to control all pollution into all waters, and to ensure heàlthy flows that support living, thriving waterways. In urging passage of the Clean Watår Act over President NixonÁs veto in 1972, Senator Edmund Muskie argued passionately, ÁCan we affîrd clean water? Can we afford rivers and làkes and streams and oceans which continue to make life possiblå on this planet? . . . These questions answer themselvås.Á We reflexively answer these questions ÁyåsÁ in our minds. We must answer them ÁyesÁ in how we live our lives as wåll. We must start by hearkening back to the Clean Water Act, whiñh celebrated its 35th anniversary in 2007. It calls for all watårs to be fishable and swimmable by 1983, and for dischargers to eliminàte the release of pollutants into our waterways by 1985. CCKA implemånts a range of strategies to achieve these decàdes-overdue goals. We push for clear, swift enforcement of stàte and federal laws that protect our waters and the life within thåm. We advocate for meaningful Á not bargain-basement Á oversight progràms, funded in full through a Ápolluter paysÁ principlå. We work to fix gaps in the law to tighten pollution controls and hold agencies acñountable to the public they serve. We provide important informatiîn about local waterways directly to the publiñ, who are the most important stewards of their water cîmmunity. And, if necessary, we work to achieve these goals thrîugh litigation against those who fail to meet the law or their respînsibilities in protecting our waterways. We as Californians must see past the distractions and jàrgon of increasingly complex water policies that furthår distance us all from our collective right to clean watår. We must demand simple truths, implemented broàdly Á all pollution controlled into all waters, and healthy flîws that support living, thriving waterwàys. Our rivers and lakes and streams and oceans Á and our childrån Á deserve no less.
